a. The external call is addressed universally to all men. This is suggested by Mt. 22:14, “Many are called, but few are chosen.” Here we see that the external call is broader than election. The fact that the Gospel is offered universally is found in those passages which speak in broad universal terms. For example, John 3:16 says, “whosoever believeth in him,” shall not perish but have eternal life. So also with Mt. 11:28, “Come unto me all ye that labor…” The great commission that the Church has received is to go into all the world, and to preach the Gospel to every creature, to disciple all nations.9 The practice of the New Testament Church was to do just this.
b. It is a bona fide calling—seriously meant. The language of the invitations of Scripture represents God as sincerely calling, inviting and exhorting the sinner to turn from his sins, and to call upon the Lord for salvation.10
